Hi Andy,
I believe the plan is still ongoing although the article in the link was last updated 2 years ago, the last news I heard was back in August last year when they were testing the model in Germany.

Hi

The last I heard Clive Palmer who is now an MP in Federal Parliament and is head of the Palmer United Party with several Members now elected to the Federal Senate was building the Titanic Replica in China. He also has a Dinosaur Park here in Australia as well as mining interests among a number of other businesses.
