I was billed July 10, the usual time for the next installment and am about due for this month's billing, but not have not received shipment #3 yet; has anyone else in the US?

I'm a bit confused. (more than usual, anyway) You were billed for #3 in July, and not yet received it, or you are waiting for #4?
