I was wondering if anyone had ever purchased the Japanese version with the Rain Tires. I have an opportunity to snag me a set & was wondering if they can be mounted on the kit's original wheels.

The UK version is exactly the same same car as the Japanese kit. The only difference between the two apart from the obvious instruction language difference, is that the Japanese version had a set of rain tyres and a figurine of the racing driver I believe.
