I have had chance to look at the launch frames now and it looks like you are correct in your findings.
Within pack 6 there are two launches, one for stage 60 and the other for stage 64, these launches are of different sizes. Stage 60 refers to the smaller launch where you will find the parts fit the base board as per the instructions. When building the larger launch the final rib will overhang slightly. Otherwise the construction for both launches is the same.
I have built the smaller launch which shows it fits the base board.

Richie G. The planks are very thin so there was no problem covering up the different coloured ones with new planks a bit of sanding and you cant see the difference
