How about something like the Sir William Armstrong Horizontal Twin Engine. a proper model engineering project with cast and machined parts that you need to assemble and paint. kits for these things are usually about £200-£300. you could build two different engines over a 24 month period

Why this particular engine?

No Partwork company is going to partworkise a £200-300 kit that has a very limited niche market.
