Bit of a catch 22 situation. Remove the silt and the buildings are opened up to more erosion. Leave the silt and you need the higher water levels to fill the canals. Beautiful city but I certainly wouldn't want to live there.... wouldn't imagine the smell would be too pleasant right now either.....
