Has happened a few times where containers were lost overboard in storms.

A couple of them that spring to mind:

Container ship MV Cita was wrecked in a storm on the Isles of Scilly in 1997. It was likened to the old film "Whiskey Galore" when residents of the Scilly`s "helped to clear up the beaches". No prosecutions followed but anything found should have been handed over to the receiver of wrecks.

MV Cita wrecked

The second about containers washed of the deck of a vessel headed for America in 1992 due to a storm. Thousands of plastic ducks were released into the sea and had some incredible journeys. So much so that they have helped scientists to chart ocean currents. Its claimed that some even found the northwest passage.Cool Cool

The incredible journey

There was some containers of LEGO that got lost at sea decades ago and the prices have been washing up on shore. I think there was even one guy building models just out of the parts he found on the beach.
