It appears that issues 73 and 74 are out of stock.

1: Why? When they have been a known requirement for a long time.

2: When will I receive them? As soon as they arrive or wait another month or longer? I cannot make any progress without them.

3: I appreciate Issues 75 and 76 have been sent to make up the monthly payment but cannot do anything with them either.

4: It's more about achieving something each month not stacking issues on the shelf.
