Its looking like the quarter davits will be installed at 116, where you'll have the option of fitting them in their vertical (stowed) position, or in their (ready for use) lowered position.
At the battle of Trafalgar, the quarter davit boats (25ft cutter's), were not hanging from the davits.

I can confirm that Victory’s Quarter Davits were present at the Battle of Trafalgar and, as you say, the boats from them were towed behind the ship. The remaining ship’s boats were housed in their usual position, on the skid beams in the waist, for the duration of the battle. On the subject of the stern davits, there is some uncertainty as to whether or not they were present at Trafalgar. In completing the ship’s restoration in 2005, these davits were removed, reflecting the most up-to-date research which suggested they were not in the ship in October 1805.

I guess it all depends how you want to display your model and i think having the boats displayed seperatly would look effective. I am thinking of displaying the ship prior to battle so I can have boats mounted on ship and not have to cover the sky light on the poop deck etc. interesting comment on the Davits I think I may leave off the stern davits and leav on the others. “Whenever you find yourself on the side of the majority, it is time to pause and reflect.” -Mark Twain

An ex-Victory curator (Tim Goodwin) has noted the following within one of his Victory books:
"According to Midshipman Rivers' journal and the carpenter's expenses (held at the Royal Naval Museum), when Victory went into battle at Trafalgar, the Sea boats, hanging on the davits, were lowered and towed astern. Rarely would all boats be lowered before battle, owing to the time required to remove them from the ship."

The parts for the final ship's boat (32ft Admirals Barge), are supplied in issue 118 and is completed in 119, and is another plank-on-frame build.
