Interesting idea although slightly pointless as you do not have to fly over something to capture it on camera. Say there is a no fly zone above a house next to a park or even an unregistered property. By increasing your altitude and angling the camera right you could still capture images and videos of within the property. With fact it does not actually solve the problem and the added complexity to the flight system (increasing bug potential for bugs and incorrect data) I would personally steer clear of any manufacturers using such techniques.
