I've just completed nailing the lower gun deck down. All looks good. My question is about rib frame 30 at the stern...does this rib frame ever get glued in or fixed in to its slot?

Yes, you should lose fit it along with all the other ribs before you nail the deck down and then glue it up when you paint all the joints.

Have a look here - Glueing up.
