RB-7 Piston fit problem Options

My cylinder and piston on my RB-7 seem to fit too tight at TDC but I am new to Nitro Engines so I'm not sure.
With the crank, sleeve, piston and connecting rod all installed I cannot turn the engine through TDC with out the piston lifting the sleeve out of the block. And if I install the cylinder head it stops around 1/16" BTDC.
Is this normal? Does it need to be that tight for good compression? Will the pull starter overcome this stiff spot?
Anybody? I am baffled and don't want to hone the sleeve out any if this is how it should be.
