I think they should leave well alone as its a war grave and the 3000 plus sailors should be left in peace . The money could be spent on something else

Cant see the point in trying to raise her as she is like the Titanic in two parts. As she capsized the forward magazine under B turret exploded and severed the ship in two at that point. The front part is badly damaged and the stern part lies upside down not far away surrounded by the turrets in between the two hull parts is the superstructure.

Let the sailors rest in peace aboard her is the best course of action.

I have to agree with the comments about leaving her be. It would be such a massive undertaking with her being in bits.
