As we now know, the race was cancelled due to wether conditions, but here is why there is no excuse:

Interesting that in 2017, the owners of the Silverstone circuit, (British Racing Drivers’ Club), activated the break clause on their contract to host the British F1 Grand Prix and will now only hold the race until 2019.
There are currently no other circuits in the UK with the classification to host F1 and there are no credible alternatives ...and this might also have a knock-on effect for the British MotoGp after 2019..
