I received my batteries today and put one in the charger. It read 3.41v before I plugged it in and it started slowly charging.

It's got to 4.18v about an hour ago and has not increased. At what point should it say "FUL", or could this battery or charger be faulty?

The batteries I purchased are here:

Thanks in advance,
Si...

The charge rate slows down towards the end of the charge. This is for all 18650 cells and is a protection feature of the charger. If they continued to charge at full rate right to the end of the charge cycle the battery will become damaged inside. Just leave it running it will eventually hit 4.2v (full).
