Locate the two rubber boots, parts 2 x 7E, ans slide them in place over the ends of the steering rack.

STAGE 10:
This set of parts will enable you to begin building the main chassis.
Locate the main frame, part 10A and the two front suspension assemblies previously constructed. Fit the left suspension unit to the front of the main frame and secure using 2 x BM screws. Repeat for the right suspension assembly.
Fit the front panel part 7C, from stage 7 to the front of the main frame. Secure in place using 3 x AM screws.
Fit the steering rack in place under part 7C, so that the two pinion arms come up, through the rectangular holes in that part. Fit the pinion arms over the locating studs in the main frame and secure using 2 x DM screws.
Turn the chassis over and fit the steering rack in place. Make sure the ends go through the holes in the ends of the chassis frame, and then secure the rack to the front plate using 4 x AP screws.
The instructions suggest here that you can now fit the front wheels but due to their weight and the possibility of damaging the suspension parts, it might be advisable to fit the wheels later.
This is at the builders discretion.roymattblack attached the following image(s):
