What purpose did it have on the real ship?

That'll be Ballast, it's purpose being to ensure the Ship sat low enough in the water, when not carrying it's full load capacity.

My understanding is that it's going to be provided with the kit. But it was whatever was available and usually, but not always, of no value. This could then be dumped when actual cargo or load was taken on board. So small gravel or whatever could be used.
